He was born in London in 1859.
He was essayist and English socialist politician.
He left the bureaucracy and dedicated entirely to the study of economics and organization of the “Trade Unions”.
He participated in the first socialist movement identified with the “Fabian Society” founded in the London in 1883.In that year set up headquarters in the fashionable London district of Westminster to work as economist until his death.
